It’s no secret that the Washington D.C area has traffic issues, and there’s always been a big debate in the DMV – who has the worst drivers? Maryland, D.C., or Virginia? Now a new study by personal finance website WalletHub, citing 23 factors, has ranked Maryland as the third-worst state to drive in.

Only Washington State and Hawaii ranked lower than Maryland. Virginia ranked in the top half of states coming in number 13. Only Connecticut & Hawaii ranked lower than Maryland.

To help drivers identify the states that provide the best commuting conditions, WalletHub compared the 50 states across four key categories: 1) Cost of Ownership & Maintenance, 2) Traffic & Infrastructure, 3) Safety and 4) Access to Vehicles & Maintenance.

To determine the rankings for the four categories, WalletHub evaluated all 50 states using 23 metrics, including average gas prices, share of rush-hour traffic congestion, road and bridge quality, traffic fatality rate, car theft rate and other things like gas stations and car dealerships  per capita.

What sunk Maryland was its Traffic & Infrastructure rank. Virginia ranked highest in the Cost of Ownership & Access to Vehicles & Maintenance.
